Default Extra fuel capacity

Does anyone know what the rubber insert is in the fuel tank that can be removed to allow more fuel to be added? It was mentioned on another post after removing the charcoal canister but no info

Unlock the flap on you fuel tank. Look inside. There is a black bit of a rubber like material at the bottom of the channel. Put a couple of fingers in the tank and pull it out. This does NOT let you add any more fuel. What it does do is let you add the most fuel possible quicker by giving the air that the fuel displaces a larger opening to leave the tank.

After the local pumps do their automatic shut off I can pull the nozzle back and by slowly adding gas get 0.5~0.6 gallon more into the tank without overfilling. I can do that with or without the rubber insert. The difference is an extra minute without vs an extra 90 seconds with.
