Default question about shocks

is it possible to make the bike a bit lower by adjusting the damping of the shock absorbers? (2011 1200gs)

No. You have to adjust the spring preload.
Is your bike ESA or not ?

Lowest position is the the single helmet setting on the ESA. That's about all you can do unless you go with aftermarket shocks that are lower. Wilber's ESA ones you can get in lower configurations. Or most aftermarket non-ESA can be ordered in a lower height. You just lose the ESA ability for those types.

Default Lower your bike for free

Have you tried letting air out of the tires? This can get you an inch or two.

I have the wlburs lowered shocks.. Other than having to boost to max setting when 2- up, its fine and low with the low seat
