When you set the bag on the bike make sure it sets down all the way into the inserts where the bag hooks to the rail, latch the forward latch and then attempt to latch the upper lock by pressing it down it will not lock all the way down and stay down, it will be a little loose until you push the small red handle down. If it won't latch back the locking knob out a turn and try again. After you find a point where it will latch, fine tune it to get your best latching action. You will have to re-rig the latch system over the years as the parts wear. The inserts where the bags sit are designed to wear and are replaceable.

well, I played with the mushroom screw up and a few mm, and it worked when I was about 28MM. I did not they were so 'sensitive to +/- 1-2MM, but they do fit snug.
Not is still has a little resistance when I press down the larger red tab, but I assume that is normal (I hear a click). Thanks for the insights... and i did also find the instructions in the owners manual. Did not realize they were there

Correct they are height sensitive takes quite a bit of pushing on mine to get them to snap on, I have on occasion used the handle end of a hammer to assist in pushing down the red latch a little silicone lube on mushroom bolt also helps
