Trying to understand it
The part # 46638556647 and 46638556648 mentioned by OP and you is it from a GS Rallye or GSA Rallye
I've a 2018 GSA and do I need to mod it to make it fit or is it a direct bolt on to mine?

Its for the GS Rallye.......
If you want this for the GSA Rallye you have to modify them as stated by the OP

There is no diff between the GSA and GSA Rallye.....besides color of frame, seat, windscreen
So Installing these between the 2 machines would be the same

Did this to the bike today GSA Rallye 2018
Ok so you can get away by not cutting the guards as stated by the OP........use the left on the left side and right on the right side.....On the back of the guard they are marked L and R. the tabs still have to be cut though.
BUT
the shape of the shroud is slightly diff than the shape of the guard....so if you use the left guard on the right side and the right guard on the left side it matches the shroud shape and fits slightly better but then you have to cut them as stated by the OP.
Quality is nice!

Adding a picture showing that the side cuts dont have to be made....just the top and bottom tabs need to be removed
