IMHO, better get a top case with a back pad. That is what I have and my only passenger (my wife) would not even consider riding without it. As a bonus, the top case is a good place for her to store her purse/backpack when riding and helmet when off bike.

You can even add folding armrest (I did not, but, some are availaible if your passengers wants the GoldWing feeling...)
