Securing stuff in half full top case / paniers

I usually have my top case 1/4 to 1/2 full, and living down a longish dirt road with ruts, rocks and such everything in it winds up bouncing all over when I'm making time. I have a soft top case that that solves this problem, but I often need the security of a locking hard case. I use the Bumot top case lid organizer for stuff that lives on the bike and that works great, but things I throw in the bottom get beat to hell unless I have something like a jacket to take up the excess volume.

Is there some decent way to keep items from roaming while the bike jumps around? Though of a dry bag or similar but then getting at the items at your destination becomes a PITA. Seems a compression bag with clips that velcros to the bottom of the case or something like that would be in order.

It's a clever solution for touring or if you always carry the same stuff, but in my case it's almost always different stuff, odd shapes and the like, etc. etc. So I need something like a soft inner bag with compression straps that can be attached to the floor so stuff won't bounce around.

Bungee net won't do as it's a PITA to get at the mount points at the bottom to tie it down.

Figured I'd ask before trying to sew something from scratch. Bumot makes soft inner cases for their panniers but not the top cases.

I was thinking some sort of divider too, maybe even zippered bags to keep stuff together. A search of Amazon, eBay or Ali may turn something up.

I have a diaper caddy in my top box from Amazon…$10 I think. After having a water bottle rub a hole in a brand new dry bag I started looking for something. Built dividers and a false bottom in the side bags as mentioned by Mx14 and started to do the same for the top box…spotted the caddy while looking for something else
